The new education should find a global vehicle for all its concepts, processes and goals of creativity and culture for being used at local and regional levels for achieving inclusive and autonomous growth. The model of global – local nature will be suitable for our purpose in promoting top-down (Global to Local) approach in some aspects, such as universal knowledge, global expertise, front-line knowledge from various resources; and bottom-up approach in localized learning of basic and applied nature from localization of universal knowledge, along with its socio-cultural and bio-ecological contexts. We generalize the outcome of our B. Ed (e-Education) program to suit all the degree programs of university education. Basic Param University or Social Development centric Meta University should consist of the five infrastructure components/ divisions: 1. e-platform and learning support facilitations and services such as e-portfolio, distributed class, meta-databases etc. 2. Open Education Resources and Wiki organizations for supporting learning, development and provider functions. 3. Social educational networks of learners, providers and supporters of education, 4. Quality assurance and reform system with mass-personal approaches, and 5. Swaraj or self-governance mechanisms for managing the groups and consortia involved in education, in development processes and programs. This infrastructure has central/global-local components; and they collectively constitute a support system for promoting e-education in the form of New Education with a goal of quality education and development for all those connected and linked with e-platform. Scenario and Situation Based Role Playing for Performance Excellence and Creation of Futures Scenario-situation Based Learning and Role Playing give a new approach to the constructivist learning and developing. It is human and social centric, and strives to link performance with innovation and creation in the situated contexts. The outcome is the personal and social wealth created with tangible impacts in solving the local problems and issues. The socially useful and productive work (SUPW) obtained is the need of making education relevant to the situated development in the global contexts. A developing country and society like India has always aspired to link education with social /national development to solve its problems of poverty, disparity, unemployment and wealth creation. Besides the new ICT based process of always connected society, the first decade has added Open Resource and Social Networking movements. The Open Resources and possibility of linking, organizing and creating innovatively has added multiple dimensions to the educational and developmental processes. India is making strides in creating A3 connected people by ubiquitous presence of 2G and 3G/4G technologies and has introduced a tablet pc that is affordable to the economically weaker students. (7 inch tablet Akash-II may cost Rs 1065/- with 50% student’s concession) National Curriculum Framework (NCF) 2005 is included in the programs by incorporating the five guiding principles that envisage 1. Learner centered curriculum (learner centricity), 2. Founded on the learner’s ability to construct his or her own knowledge (constructivist learning) thus giving primacy to the learner. 3. Teaching to facilitate knowledge construction (teacher as a facilitator), 4. Diagnostic evaluation to remediation (examination as a formative tool), 5. Refining and improving learning processes (process-result based approach). A challenge is to create a new paradigm of education by incorporating these principles of the NCF, and linking it with social development of socio-economic and cultural nature for the 21st century society with A3 (Anyone, Anytime, Anywhere) connectedness and Tablet PC access device.
